Summary of His Excellency’s Travels and the Benefits to Niger State

G20 SUMMIT IN RIO DE JANEIRO, BRAZIL, NOVEMBER, 2024.

Livestock Investment Programme

At the G20 Summit in Brazil, President Bola Ahmed Tinubu secured a groundbreaking $2.5 billion investment in Nigeria’s livestock sector through a strategic partnership with JBS, the world’s largest beef exporter. Niger State, home to the largest livestock population in Nigeria, will play a pivotal role in this initiative, offering 1.2 million hectares of land for pasture production, ranching, and livestock farming. The project, modeled after Brazil’s successful agricultural practices, positions Niger State as the central hub for livestock production in the country.

President Tinubu emphasized the transformative potential of this collaboration, highlighting its ability to enhance Food security, spur economic growth, and create opportunities for Nigerians. Farmer Governor Mohammed Umaru Bago also outlined the initiative’s impact on job creation, housing, and infrastructure development, including the strategic importance of the Sokoto – Badagry Highway, which passes through Niger State.

The partnership extends beyond livestock farming to integrate synergies with Nigeria’s sugar industry, utilizing sugarcane byproducts for livestock feed.

Benefits to Niger State

  1. Economic Growth: The project is expected to generate significant economic activity, transforming Niger State into Nigeria’s leading livestock production hub and enhancing its contribution to the national GDP.
  2. Job Creation: The initiative will create one million jobs, ranging from ranching and farming to processing and related industries, providing widespread employment opportunities for the state’s residents.
  3. Infrastructure Development: The construction of 100,000 new homes in farm estates and the development of 100 agricultural facilities will boost infrastructure, improve rural living standards, and support economic activities.
  4. Sustainable Agriculture: By integrating sugarcane byproducts as livestock feed, the programme promotes a circular economy and maximizes resource utilization, enhancing agricultural efficiency and sustainability.
  5. Knowledge Transfer: The collaboration includes training and capacity building through advanced livestock production techniques, equipping local farmers and stakeholders with skills to improve productivity.
  6. Food Security: As a major production hub, Niger State will contribute to national food security by increasing the supply of high quality livestock products for domestic consumption and export.
  7. Global Recognition: The initiative positions Niger State as a leader in agricultural innovation, aligning with President Tinubu’s vision for making Nigeria a global player in agriculture.

Niger State Secures $2.5 Billion Sugar Industry Deal

During the G20 Summit in Brazil, The Farmer Governor furthered his commitment to advancing Food Security and rural industrialization by securing a landmark deal. The agreement, signed by Niger Foods in partnership with the Nigeria Sugar Development Council, targets the revitalization of Nigeria’s sugar industry, valued at USD2.5 billion. The deal with Uttam Sucrotech, a consortium of renowned Brazil and India based sugar value chain experts, outlines the development of 250,000 hectares of sugarcane fields and the establishment of six sugar and ethanol plants in Niger State over the next three years.

The project comes at a crucial time when the Nigerian sugar industry is underperforming, cultivating less than 20,000 hectares and meeting only 3% of the Nation’s sugar demand. In contrast, Brazil and India produce millions of metric tons annually. By leveraging the expertise of Brazil and India in both large scale cultivation and small scale out-grower programmes, the Niger Foods initiative will make a significant leap toward boosting local sugar production.

The Niger Foods project, located along the newly flagged Sokoto – Lagos Super Highway, will encompass 90,000 hectares, contributing to the production of 2.5 million metric tons of sugar, 250 million litres of ethanol, and generating 300 MW of electricity. This ambitious venture will directly create 100,000 jobs and provide 250,000 indirect jobs, along with opportunities for 750,000 out-grower participants.

Benefits to Niger state

  • Economic Growth: The project will substantially contribute to Niger State’s economy by producing 2.5 million metric tons of sugar, 250 million litres of ethanol, and generating 300 MW of electricity. This will position the state as a key player in Nigeria’s sugar industry, with the potential for economic diversification.
  • Job Creation: With 100,000 direct jobs and 250,000 indirect jobs, this project will significantly reduce unemployment and improve livelihoods, especially in rural communities. The inclusion of 750,000 out-growers will also empower local farmers, creating a more inclusive economy.
  • Sustainable Development: The strategic use of the Sokoto – Lagos Super Highway to access 90,000 hectares of arable land opens up opportunities for sustainable agricultural development. The integration of sugar cultivation with other crops like soybeans and the focus on innovation and research will boost the state’s agricultural capacity and ensure long-term food security.
  • Energy Generation: The project will contribute 300 MW of electricity, addressing Niger State’s energy needs and supporting industrialization, which will benefit local communities and businesses.
  • Strategic Partnerships: The involvement of global experts from Brazil and India strengthens Niger State’s international relations and positions it as a leader in large scale, mechanized agriculture and integrated rural development. This collaboration also enhances the state’s capacity to develop sustainable agriculture practices and value chains.

This historic investment not only cements Niger State’s role in Nigeria’s agricultural transformation but also sets a benchmark for leveraging public/private partnerships to drive sustainable development.

Through this partnership, FutureCamp will play a critical role in building Niger State’s technical and institutional capacity for carbon market participation. This includes establishing a robust carbon registry, creating an enabling regulatory environment, and providing strategic support to maximize the state’s potential in both voluntary and mandatory carbon markets. Furthermore, the firm will offer specialized guidance to align Niger State’s initiatives with global best practices, ensuring the state is well-positioned to leverage Article 6 of the Paris Agreement to generate substantial climate financing opportunities.

This collaboration complements the recent establishment of the Niger State Agency for Green Initiatives (NGSAGI), an inter-ministerial body tasked with implementing the state’s Green Economy Blueprint. Farmer Governor Mohammed Umaru Bago’s leadership in spearheading this initiative underscores his commitment to environmental sustainability, economic diversification, and climate resilience. As pledged during COP28 in Dubai, the Farmer Governor has consistently demonstrated his resolve to position Niger State as a leader in the Global Green Economy.
